To Reproduce:

1. From [Filesystems] tab in [Explorer] window,
   right click for any "WEB-INF" Node (e.g. "WEB-INF" node of "CD Shop Cart"),
   and select "Properties".

2. Select "Properties" tab, and input Japanese characters into
   "Context Root" text box.

3. Open for any java source file (under edited "WEB-INF" node), and save.

4. From Text editor, open ".nbattrs" file (just under edited "WEB-INF" node).
   Japanese characters are apeared not correctry (encoding is not correct).

Work Around:

  - This "Context Root" field, japanese characters are not necessary.
    When somebody input Japanese characters into "Context Root" text box, 
    to appear the error dialog, and explain that Japanese characters 
    are not allowed in this field.

        or ...

  - Property editor should improved,
    so that japanese characters to be generated correctly.
