Product Version = NetBeans IDE 6.9.1 (Build 201011082200)
Operating System = Windows 7 version 6.1 running on x86

After loading a new Plugin, if you ask to restart automatically the IDE now and not later, the IDE will not be restarted.

Which plugin? Restart seems to work for me in common cases.
