When a UI form source file is open, the respective editor window has a Source view and a Design view. When the Source view is active, then after closing the project and reopening it (or the IDE), the editor window is has become a regular source window. The Source and Design buttons are gone. The source file has to be manually re-opened for the buttons to appear again.

As I wrote ("and reopening it"), the project needs to be reopened of course. This will also reopen the closed files.
