Actually it should work so that every language (PHP, HTML, Smarty) should work on its own place ... so <?php for PHP, everywhere for HTML and after { delimiter for Smarty. I agree that code templates doesn't work also after Smarty delimiters but it should be already opened issue here: 183360 Closing as duplicate for now.
