[nb_release33](20011218), [jdk1.3.1](01) && [jdk1.4](89)

Steps to reproduce:
- open/create JFrame
- add JPanel
- invoke popup menu on JPanel and select "Design this container"
-> JPanel is designed and displayed
- invoke popup menu 
-> "Design Top Container" is disabled
