I have also found this bug at 7.0
Product Version: NetBeans IDE 7.0 (Build 201104080000)
Java: 1.6.0_24; Java HotSpot(TM) 64-Bit Server VM 19.1-b02
System: Linux version 2.6.35-28-generic running on amd64; UTF-8; en_US (nb)
OS: Ubuntu 10.10
Strange I haven't seen this. Is it happen for all php templates? Unfortunately I don't understand to this issue...what exactly happens? If you make your own file template and you use freemarker variables inside, they are not replaced by proper values then? Or something else doesn't work? Please test it in the lates dev build [1].
