When using the windows installer, netbeans 3.3 ask you about backing-up your old
directory and let you chose a directory on your own.
When you are starting the IDE for the first time, it tries to import old
settings (netbeans 3.2.1 in my case) from the default backup directory
'c:\netbeans_backup', and not from the one you choosed with the installer.

CCing Vita. AFAIK, the installer creates some properties file where is
stored the backup directory with files from previous uninstalled
version if any. Import settings wizard then reads informations from
that file and performs silent import.

Becaues we have new installers and those are done using different
technology we won't fix this.
