Separate parts of settings (e.g. ClassPath, BootClassPath) from compiler/debugger/executor type. The benefit would be that these settings could be set 
separately at one place for all these services. Services would then reference (and possibly augment) these preset values. Access to values from outside 
would preferably remain the same as it is now.

New projects infrastructure could solve it, 
isn't?

Obsolete issue related to a dead code base. Or parhaps we can claim
this is "fixed" in 40 since the problem does not exist any more.
