When I have this:

$foo[] = '';
$foo[] = '';

... type:

$foo[] = 'abcdef';
$foo[] = '';

... andI hit the "Down" key, I'd expect the caret between the quotes, not after the semicolon.

There wasn't a time to fix it in NB 6.9 timeframe.
