Welcome Files web.xml page (Pages tab) should have an ability to browse over to the URL pattern for the welcome file.
Currently can only browse over to html and jsp pages.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
