Multiple ways to look at this problem in 6.8-beta1:

 - I cannot drag the output window as a member of any exiting pane anywhere in the NB interface.
 - By default the output windows aligns itself in the upper right pane of the interface with all the open files (the
main pane, if you will, instead of the pane directly below that where it used to default)
 - It can be dragged, however when it hovers over any existing pane, it cannot be dropped there.
 - It does seem to be able to create a new distinct pane with all the snap conventions that I can think of.
 - I have tried a number of different windows, none of the others seem to be effected.
