Steps to reproduce:

1)Download and installed NB 6.8 ML2
2)Create a new Webapplication
3)Create a new webservice
4)Add a webservice operation
5)Now make it a secure service and click on advanced
6)Now I see an exception 
NoClassDefFoundError: Could not initialize class org.netbeans.modules.websvc.wsitconf.ui.ComboConstants
