The entry in layer.xml is missing,at least, the entry <attr name="SystemFileSystem.localizingBundle" 
stringvalue="path.to.Bundle"/> 

Had to add this manually to make it work.

That's actually the wrong fix. SFS.lB is deprecated; displayName is correct. However the wizard was incorrectly using the deprecated url_key attribute rather than url (with bundlevalue); and AutoupdateCatalogFactory was throwing an exception when given correct code. core-main #ae3bdf2f47a2

core-main #d2757d4ba57a should also be used for 6.8 patch, but see also bug #182758.
