Maybe the timestamp of HTML files should also be checked and then include the HTML files in the redeployment. 

This issue is a big problem for Wicket users (a growing subset of NetBeans users), who work with HTML and Java only and
are confused about this behavior in NetBeans (https://nbwicketsupport.dev.java.net/issues/show_bug.cgi?id=17).
