The popup menu of toolbar is used to customize the toolbar folders. Shift-F10 is
supposed to bringup the context menu, it works for explorer and editor, but not
for the toolbar.

this is "as designed".  We don't support this kind of context menu. 
Invoking context menu via Shift+F10 is an additional feature which is
implemented only for explorers, editors and a few other components not
all of components in the IDE.

In the worst case you can reopen this issue and change it into ENHANCEMENT

For accessibility, equivalent function must be supported via keyboard access.
Needs to be supported possibly via some other access.
If this can be done via menubar options that is ok.

The same functionality is available in Tools | Options window : 
IDE Configuration | Look and Feel | Toolbars 
 - and it is accessible by keyboard .
