Upon starting up NetBeans 6.7, some open projects request files to be checked out from ClearCase (ex: build-impl.xml,
genfiles.properties, etc..).  If the user does NOT want to checkout (reserve) the file, and hits the [Cancel] button. 
NetBeans appears to lockup.  The application then needs to be terminated via the Windows task manager.  (Note: This
could be a Windows Vista, ClearCase, or NetBeans issue).
