Open a new "issue" from inside netbeans.

- Fill out the summary line, AND the DESCRIPTION box.
- Change the project line to another PROJECT.

The summary line BLANKS_OUT, but the DESCRIPTION data remains. I can see how this is perhaps "intended behavior", 
but there must be a better way to help ensure things aren't submitted to the wrong project. (if anything the DESCRIPTION
should also be blanked-out, although leaving BOTH of them alone is in the end probably the right thing to do)

When the product is changed then we try to reset some fields (like component, target milestone etc.) to default values. 
This is why the summary is cleared. There is no default value for this field. Therefore I agree that we should keep it 
while changing the product.
