java 1.6, win vista 32 bit.
Most items are disabled if invoke popup in opened on statup during project scanning.
And this state persist even files opened later.


Also sometimes restart do not solve the issue and even if first invoke menu after scanning it still have a lot of
disabled items, usually if clos all editors, restart, wait scanning completed and open, all menu items are enabled.

also was reproducible on ubuntu + 1.6 openjdk
6.7m3
