When you launch the Ruby Gems dialog, the system automatically tries
to load the Gems information, but fails with an error indicating an
Argument Error "comparison of String with 2 failed.

Since this is an error in the underlying JRuby tool and the fix is to
disable the fetching of descriptions, the default should be no
descriptions until JRuby can fix their toolset.
