set opera browser as default
start opera browser
make sure, that no instance of internet explorer is started
in tools|options General|web browser set default browser internet explorer
click ok in options dialog
invoke view|web browser action
netbeans web page is open in started opera, not in internet explorer as it should

If interned explorer had running instance, netbeans web page was correctly open in IE. Firefox had no such problems, 
netbeans page was correctly open in firefox (and even in new page, what in case of opera browser is not).
