The current StyleBuilder UI has been developed to be used in a standalone panel mode. It doesn't fit to the purpose of
being docked below the editor. There are multiple problems including bad focus, necessity to scroll the panel, not
providing an easy survey etc.

The current panel should be still available in a standalone panel mode, for an 'enhanced' css editing not covered by the
default docked UI.

Partially done by the easel css support in 7.3. 

The complex properties editors are covered by issue 220210 - Need declarative editors for complex properties like box shadow, transformations, etc.
