curremt version is Nb3.2 based and does not respect new FileEntityResolver that
is mangling public IDs. The implementation must implement EntityResolver
delegating to Looked EntityCatalogs to achive full functionality.

There was introduced "hint.originalPublicID" file attribute for
registrations done using filesystem. New implementation recognizes it.
