Steps to reproduce: 
Create a Bpel project the try to create a WSDL with Concrete type. Then choose 'FILE' as Binding and Type as "Inbound
One way". click "Next".
The Request Configuration window will appear.
  - please find the attached file for more detail on this window

Observation: few components in this window doesn't have the accessible name and description and doesn't implement the
accessible, and few LABELs with LABEL_FOR not sets. Not reachable tab traversals.

Actual result: this window should have the Accessible name, description and components with mnemonics and LABEL_For
setting for each.

SOA is no longer available in the NetBeans IDE so we are not going to fix this problem. Closing accordingly.
