There is a wrong mapping of Help in Property Editor : form position :
- Tools | Install New JavaBean
- select some jar file with JavaBean(s), push OK
- in opened frame Select JavaBean push "Help"

- > help with title "Finding Information About the IDE" will be shown instead
"Adding a Bean to the Component Palette"

The same for :
- Tools | Add to Component Palette
