Provide a way for the user to control whether redeploy-on-compile will occur.

This should be separate from the compile-on-save setting for the project.

no bug should be assigned to issues. distributing the load.

This would be very useful.

- redeploying takes much time
- redeploying isn't always needed
- redeploying clears the session (don't want it while debugging)
- no way to play with JRebel
