Forte for Java 3.0 FCS build #010810 on Windows 2000 on JDK 1.3.1

Description:
============
Perhaps all values of "Auto Refresh" property available from "Tools|Options..."
don't produce the behaviour that is expected. "No Refresh" refreshes without any
constraints, "Recursive on Restart" while expanding after the filesystem is mou-
nted etc. It seems that this settings is not propagated for VCS filesystems cor-
rectly or is not supported at all.


Steps to reproduce:
===================
1. Invoke "Tools|Options..." and click on "Versioning Settings" node.
2. Set "Auto Refresh" property to "No Refresh" value.
3. Mount e.g. PVCS filesystem and start to expand it.
4. You should see that "Refresh" command is executed for newly opened folders.

This was fixed together with issue #14354 in dev build #200108160100.

Verified in today's development build #200109030100 of NetBeans 3.3.
