The reappearance method of a bug. 

1.Menu-->New|Swing Form|JFrame-->New Form Template Wizard was displayed.
2.The "Next" button is pushed.
3."Basic class Definition" step was displayed.
  How to use the following messages is mistaken.
  "# LBL_Basic_class_characteristics=Define your class's basic characteristics.
   Click an item's \"...\" button for help."
  The above-mentioned message is used also at the following steps.
  ---Create Fields
  ---Create Methods

Reassigned to core (I guess the code is there).

(Note: It's an I18N bug, not a bug of I18N module.)
