This one has been bugging me for a while, but when I submit a bug
report from the NetBeans UI Gesture Collector, the report gets
submitted, then I receive an error message that Firefox cannot be
executed because it is already running.

While I know the message is coming from Firefox, it indicates that
NetBeans is issuing the wrong command to startup firefox if it is
already running.

logger is using services of external browser, this must be a sign of some problem there.

Could you, please, provide the error message (or log file is better), also check whether you didn't alter the command
line (go to Tools | Options | Main tab.. and while selected the firefox, press Edit... to see what is there). Thanks.
