[ JDK VERSION : 1.6.0_04 ]

I am working on Windows XP with SP3 and JDK 1.6_05.

Steps to reproduce:
1. Tools --> Options -- Keymap --> change profile to "Emacs"
2. In Actions --> other --> Toggle Comment
3. Add new shortcut "Ctrl + BACK_SLASH". Netbeans notifies that this
will be resigned, and push OK to finish.
4. In Java editor, push "Ctrl + BACK_SLASH", the "Toggle Comment"
function isn't invoked. 

However, the resign works after restart Netbeans.

Reproducible in a dev build.

Should be wortking in current implementation, I've just verified.
