The new webcommon1 cluster was created (as described in http://www.netbeans.org/issues/show_bug.cgi?id=138433) to host 
modules that are used by all the web oriented technology bundles such as Web/Java EE, Ruby and PHP. These modules should
not be bundled with Java SE or C/C++ bundles.

New cluster webcommon was added to the required zi distributions.
