The XML retriever does not have a way of retrieving WSDLs whose URIs use the ftp protocol, e.g.,
ftp://ftp.ihe.net/IT_Infrastructure/iheitiyr5-2007-2008/Technical_Cmte/SupportMaterial/wsdl/RespondingGateway.wsdl

There is a similar request for https protocol.
