This action was created because there was no ServletDO in Boston and so there 
was no other possibility to enter this parameter.

Now ServletDO has Request Parameters property in property sheet so this menu 
item seems to be redundant.

This action is enabled for JSPs and servlets and doesn't show up for
other Java sources. This is OK IMHO.

If we remove it for servlet we should remove it for JSPs too.
