The home page of the openidex module states that:-

...If you do so, you must declare a dependency on the extension module like 
this: 

OpenIDE-Module-Dependencies: org.openidex.util/1 > 1.1

It should be:-

OpenIDE-Module-Module-Dependencies: org.openidex.util/1 > 1.1
