Steps to reproduce:
1)Create a web application.(Go to File->New->Web->Web Application)
2)create a web service by right clicking web application node. 
3)Enable Secure All Service Operations.
4)Verify for "Message Authentication over SSL using X.509 token" functionality
in the Security Mechanism drop down list.
5)The user should be able to notify "Message Authentication over SSL using X.509
token" is missing in the Security Mechanism drop down list.

Expected:The user should be able to notify "Message Authentication over SSL
using X.509 token" mechanism is present in the Security Mechanism drop down list

I just checked it, and it's there. It's called Message Authentication over SSL.
