The actions Resume(Suspend) All Threads doesn't exist by now.
They were replaced by Continue and Pause actions. The names of old
actions are used in the sections
Debugging a Program > Examining Threads > Suspending Execution of a Thread
Debugging a Program > Examining Threads > Resuming Execution of a Thread

The documentation now explains how to suspend or resume a thread from
from the Debugger window.  The user right-clicks the thread in the
Threads
pane of the Debugger window and chooses Suspend or Resume from
the contextual menu.  The fix has been checked into the Netbeans 3.2
repository and will be merged into the Pilsen build in the near
future.

Verified in Netbeans build 20011012.
