[nb-dev](190), [jdk1.3.1](rc1), SDI ( not MDI )

Steps to reproduce:
- open form file
- next opening, call pop-up on package node(without select him)
- pop-up arise, but actions are for previous selected file node 

It seems that pop-up is created before selection package node.

new behaviour in [nb_dev](20010905):
- now next opening form file, move mouse to Explorer on package node
and (without selection or activating Explorer window) do right-click
-> node is selected , but no popup arise !!! (reason for increase
priority to P4)

Needed: activate window, select node and invoke popup.

The behviour is intentional. It is matter of users windonw manager to
select windows. This cannot be fixed without big changes in the way
how activated nodes work in the IDE. Marking as invalid. See also
discussion on #12520.
