1. Create a schema.
2. Select Complex Types node.
2. In Navigator window, switch to Design View.
3. Popup menu.
Result: Tools and Properties menu items are available.
4. In Navigator window, switch to Schema View.
5. In Navigator window, switch to Design View.
6. Popup menu.
Result: only Properties menu items are available.
Evidently, Tools submenu either should exist in both cases or shouldn't exist in both cases.

This bug was reported against NetBeans IDE 6.0 or an older release, or against a non-maintained module. NetBeans team does not have enough resources to get to this issue, therefore we are closing the issue as a WONTFIX.
