No action to set breakpoint using right click on editor side bar 

this option  can be use as fix to issue

Could you be more specific?
If you click on a editor side bar now a breakpoint (line, method, field) is created except the case when the side bar is
'blocked' by another editor annotation (see issue 105746).

Click on side bar is ok but 'right click' on side bar should have toggle breakpoint like like eclipse doing,Then even
side bar is 'blocked' by another editor annotation still we can set breakpoints right ?

From my point of view, this is a good RFE; must be approved by NB usablity team.
Anyway, shortcut CTRL+F8 or main manu action can be used in this case.

If We fix this even side bar is 'blocked' by another editor annotation still we can set breakpoints(see issue 105746).

If developer migrating from eclipse this is big usability problem. increasing priority -->P2

6.1 is considered to be a bugfix release without any new features.
This is a relatively light UI change, but the functionality needs to be assured across all debuggers.

We are considering more radical UI changes in a release after 6.1 so this will likely go there...

Toggle Breakpoint context action in the editor gutter is implemented in changeset:   158080:93c5a2066628.
