build 1016, XP.ja_JP

1. Create bpel module (project encoding should be windows-31j)
2. Open wizard for new bpel process
3. Use ja chars in its name
4. Press finish

The wizard has strange text not from pseudo localized bundle file.
I'm running in the Japan locale, using a pseudo localized Netbeans.

can'r reproduce with the latest build.

agree. checked with 0323
