Fixed by checking existence of javaCvs and command line Cvs

You are right Tom. Wizard now allows only CVS Clients that are curren-
tly available i.e. installed. Verified in the latest build #010803 of 
Forte for Java 3.0 FCS.

Resolved for 3.4.x or earlier, no new info since then -> closing.
