Can you look in your userdir and see if there are any exceptions or any indication that something unexpected is going on? Maybe they're just layered and you simply choose which one to make visible at runtime, depending on the tree view. If I'm somewhat right, then it looks like "No Props" panel is always exposed on top of the other panel. There could be any number of reasons for that, but, hey, you're the expert! ;-) Let me know if there's anything else I can do to help.
