Netbeans release 3.2 build 19

Debugged process is suspended when the breakpoint
with Suspend debugging property set to false is hit.

Steps to reproduce:
-------------------
1. Create some line breakpoint.
2. Set Suspend debugging property of this breakpoint to false.
3. Start the debuggee.
4. The debugger will be stop on this breakpoint.

I afraid that it was taken as a bug in line breakpoint.
It happens for method and exception breakpoints, too.
So the current status is:
Line breakpoints - property is working, but when it is set to false
                   the tags in print text are replaced by question-marks.
Method breakpoints - property is not working (debugger is stopped when
                     property is set to false)
Exception breakpoints - property is not working (debugger is stopped when
                        property is set to false)

This bug is reproducible in tools debugger only & fixed for line breakpoints => 
decrease of priority
