My offer:
When I install NetBeans, I would like installer not to install files to Locale for Japanese,
Brazilian etc. Because there are too many useless files.

Do you really mean the 6.0 installer? NetBeans 6.0 is not meant to be localized yet. Maybe you were installing 5.5.1? 

For 6.0 we plan to introduce some level of customization when installing localized data, i.e. you would be able to
choose what to localize and to which languages.

there are several reported speed issues [167209, 194034]
making localization packages optional [product/pack] can help a little
ideally l10n could be available separated from installer as module [plugin]

in netbeans 7.2
525 small files per localization [ja, pt_br, ru, zn_ch]
