1. Create XML Schema
2. Open XML Schema View
3. Create New Complex type

The View has a message not from pseudo localized bundle file.
I'm running in the Japan locale, using a pseudo localized Netbeans.

This is not true.
See xml/schema/schemaui module, org.netbeans.modules.schema.ui.basic.Bundle properties file
The label
LBL_NoChildren=No Children
is being used in SchemaColumn.java file.
