So I posted this bug to the people at collab, and they sent me here:

any ideas on how to get the subversion plugin to work on a mac?

currently, it cannot find svn, so i cannot import into a repository.

any ideas?

When I posted the bug, I had already tried the command line switch.  Here's the relevant portion of my 
netbeans.conf file:  

# options used by netbeans launcher by default, can be overridden by explicit
# command line switches
netbeans_default_options="-J-Xms32m -J-Xmx128m -J-XX:PermSize=32m -J-XX:MaxPermSize=160m 
-J-Xverify:none -J-Dapple.laf.useScreenMenuBar=true -J-Dsubversion.path=/usr/local/bin"

Also I made sure that the path to the svn binary is correct.  It is located at /usr/local/bin
Moreover, I had added it to my path, so that I can type svn --version from anywhere, when using 
Terminal.

Also, the nice people at openCollabNet were able to reproduce the same bug.

Did you test the subversion with Netbeans on an Intel Mac using Netbeans 5.5.1?

for me, I get the bug when I try to import files to a remote repository using http: protocol, using webdav.
I know my repository is ok, because I was able to access it using subversion with eclipse.

yes, and the same for 5.5. 

could you please attach your netbeans.conf and also your
$user_dir/var/log/messages.log file?

feel free to reopen if you are still unable to use the svn plugin
