1.6.0_02-ea; Java HotSpot(TM) Client VM 1.6.0_02-ea-b02
Linux version 2.6.17-11-generic running on i386
en_US (nb); UTF-8

When new web service is created, theres no operation, so it cannot be deployed.
Due to this i guess it should be marked as an error. It worked that way in nb 5.5.
