When a *.css file is opened, the visual designer eats up large portion of editor
area, and cannot be docked, or even made smaller -- it looks like there is a
minimal size set. There is surely a large number of users, who won't use visual
designer and prefer to type everything on thir own. Inability to minimize/dosck
the visual designer would hinder their developement. I beleive that the visual
editor should be designed in a similar way as ie. Palette.

I support this idea. I plan to do the same for the CSS preview panel (which was
originally a part of the same component as the visual style builder.

Fixed by moving the StyleBuilder and Preview windows out from the editor pane to
separate windows. Now user can easily close them or move to more appropriate
locations. For more details see commit log in issue #89437.
