1. File -> New File
2. 'Other' category and 'HTML File'

The description contains double dot instead of single (between words "IDE" and
"Você") :
"Cria um novo arquivo HTML. Você pode editar o arquivo no editor de código fonte
do IDE. .Você pode ver o arquivo em um navegador web clicando com o botão
esquerdo no nó do arquivo na janela de Projetos e escolhendo Visualizar."

Issue is resolved in NB 6.0.1
