Description:
After implementing user's request not to allow similar names for different
elements, restrictions on giving the same name to elements also appeared in
Independent uml project.

While java-related uml project should have java language based restrictions,
independent uml project should follow UML scecification, which allows same names
for elements.

low use case not currently impacting our installed user base.
