For a file that is already added to cvs "ignore" should remove it from the
versioning control but don't delete it and add the corresponding entry to the
.cvsignore

May be although I feel it is counterintuitive to have Ignore enabled on all
files (CVS meaning is different) and the action can be dangerous too. It is also
not used much (at all) for versioned files.
